So being a newb sysop running a tourney, you're saying it's best if he just comes up with his own unique style? Get a little creative with the edits maybe?
I am working on a couple edits of my own, but they haven't been tested in real game play, and are probably so unbalanced that someone would have an unfair advantage.
If you need any examples I have several edits that I've made for tournament play. You probably want an original, but they may give you ideas of the type of edits that make for decent tournament play.
I basically go be a few rules:
1) 100 turns per 1000 sectors (or somewhat close)
2) Ship defensive vs. offensive odds very even when shield amount is calculated in.)
3) Ships compatible with planets. (Invading is possible but costly)
4) Biggest blue ship slighty better than biggest red ship OR make the biggest red ship much more expensive.
5) Limited colonists. (Make them fight over colonists after the 1st week)
6) Lock game after a day or two.
7) Always have an alternate way to determine a winner and post that method before the tournament starts with a definite ending date.

Post all rules and define them before the game starts and enforce them after the game starts.
9) Take headache pills every night and turn off ICQ at bedtime.
