I must be missing something. All I do is:
..\twxc thisScript.ts
from a DOS (cmd) window...

[Edit] Guess I should say I do a: "cd\twx\scripts" first [/edit]
[Edit2] You can also do a "cd twx\scripts" if you prefer. [/edit]

i.e.,

C:\TWX\scripts>..\twxc prorelog.ts
Compiling script 'prorelog' ...
Compilation successful.

Code Size: 3280
Lines: 252
Definitions: 242
Commands: 208

C:\TWX\scripts>
