It would be nice if some of the Ops and game creators created an "Op Guide for Dummies" file similar to what TW-Cabal had for players. I could see a section on the various effects of settings, such as delay, one on creating an edit (red/blue balance - alien (yuch) settings and how they impact their actions). And finally something on general rules including a subset of what is generally acceptable for truces.
I don't remember if Rexx was working on something like this or not.
The thing about game settings is that game balance isn't really taught, it is more or less learned through trial and error. Now, servers settings could be passed on, but there are some differences of opinion between sysops as to what the settings should be. I think that the delay settings should be no delay as default settings and instead of being global, be able to change them from game to game. Especially ship delay. Ship delay sucks in an unlimited, but mixed with a lowered commands per cycle setting, could be interesting in some turn games. This would at least give the players a choice of the type of game you want to play. As it is, if you change it for one game, it effects all games. So my opinion would be to keep all delays off unless you want to run the player off.

I know CPC is global butI didn't know ship delay was global, I thought it was edit based. Nope, my exporter output is a quick way to see what's global:

Despite the fact all of these settings show up in tedit on one of the "general settings" screens that SEEM like they'd only affect the game you're editing, changing them for one game changes them for the entire server. It's a matter of where they're saved; the above all go to <TWGSdir>/TWGLOB.DAT, while the individual game settings go in <TWGSdir>/Game/<Gamedir>/TWCFIG.DAT.
There's really no way to make these settings individual per game other than Pritchett changing the game executable itself... You might be able to use some sort of virtualization to run two copies of TWGS that'd use different global settings, but they'd also have to serve different ports, and that'd technically be breaking license unless you paid for a 2nd registration.

Its in the H editor (General Editor Two), option 'Y' for ship delay and option 'S' for CPC But when you change them in one edit, it affects them all. Cerne
