Now I'm a web designer and C++ coder, but I would like to learn to code scripts in TWXproxy, but first things first what the hel is the difference between .ts & .cts .....

is there a website tutorial that I can read to learn to script?

a .ts file is source code file that can be modified by whomever
a .cts is a compiled file that can't be modified. sort of like a .cpp file vs an .obj file.

The TWX Proxy download has a script.html file in it which is the script reference. This is a good place to start learning the ~150 commands that make up the TWX scripting language. But there is no better way to learn it than to view existing, well-documented scripts (like those on tw-cabal), and writing your own. Many of us are willing to help, and usually available on ICQ to offer some guidance. Feel free to Private Message me if you'd like my assistance.
