 One of my problem children blew the terran class 0 and sd before leaving the game. Is there any way to speed up their regeneration or is wveryone stuck for the duration?

Logging in as an Ambassador and trying to port at StarDock should rebuild, and I believe the same holds true for the class 0s as well.
