Sure, I do it all the time!
You download "The Brush" which is a companion program to "The Draw."
Make your bitmaps using a standard program like Coral. Make sure you drop them to 256 colors or even 16 colors, then create a new picture that is about 1.25 wide by .72 deep and fill it in with black, then take your bitmap you've created and cut it to about .40 x .40 or so (give or take) then paste it into your black screen picture and merge.
Now you've got a working picture of the right dimensions for the brush. Save that file to your The Brush folder as a bmp.
Load the brush and hit Alt I and select bitmap, then select resize yes, color yes, and you'll have to experiment with your contrast settings.
This will take lots of trial and error on your part until you get the right colors, the right everything so that The Brush will see your picture as you created it.
After it's to your liking you hit alt S and save it as an ANSI file. Then you move that ansi file to The Draw folder, and load the draw, and hit ALT L and select the new ansi. Now you can do anything you like to the picture.
Oh, and I answered my own question in this post. I found a program called Pablo Draw that converts Ansi to Bmp. I then converted my bitmap to JPG using Thumbs Plus.
