I don't think they colonize (although if you stripped off all the colos the game might be helping them out a bit). I believe the 50 a day you are seeing is an inherent trait of all populated planets. If the planet has colonists, it will gain and lose colonists on a daily basis based on the type and class of planet.

Class L planets for example generate a lot of colonists, while class H planets kill a lot of colos. I think this is meant to simulate the living conditions on the planet based upon how inhabitable the game believes the planet to be.

1.2 mil? I've come back to 400+ mil with my aliens... though its probably due to their being overly active....

All of the stock planets ultimately generate colonists, just some at faster rates than others. There are two settings in tedit that affect this, habitability and hazard. You can gold edit planets that generate colos quickly or lose them quickly. It ends up being a % of the colos already on there, but it varies from day to day.
