Error binding administrative listener

 I'm getting an error on my test server that is causing it to refuse all admin connections. It says:
Creating administrative listener... Binding administrative listener... Error binding administrative listener (0)... Server will not accept administrative connections... What port are you using for the admin port? And is there anything else using that port?

I'm using port 2003 for the admin port, and I already checked netstat before posting
 No, nothing else is tying up that port. Just an update. It was a port conflict of some sort, not sure with what. When I had him change it to a port over 30,000 it worked fine.
