The company that wrote it may no longer be in business. It is a DOS based door that your BBS can use to connect to a Telnet source. I strongly suggest that you read the docs on it.
Here is what I found for ordering it:

Did you call that number to find out if you can still order the registration for the software? Key Software Products seems to no longer be in business, but maybe PSL can still sell registration keys for the product?
As far as using it, extract the archive and read the KSP-TLNT.DOC file. It has all you need to know about hooking your Door shell to it.
Try it out with the 5 minute limitation and see if it works, then call to see if they still sell keys for it.
Doing a Google search on it turns up all kinds of things for it, even Patch Eye subject matter if you know what I mean.

I do not advocate that, but it seems that it exists for the product.
Also by reading your BBS's whatsnew.009 file I found this interesting tidbit:
