How about putting in a "Sector Cleanup Service" at Stardock. For a fee of 100,000 credits, the Service would remove all space debris from your sector (aka navhaz). Of course you'd have to be the owner of that sector, and ownership would be proven by the existence of your personal or corporate fighter in the sector. An alternative charge might be 2,000 credits per 1% of navhaz, with a 25,000 credit minimum.
The practical application for this would be that somebody who just had a sector invaded and whose opponent placed 15 planets in the sector could now destroy those planets and not have to wait for the navhaz to disperse.
For 1,000,000 credits, the Service will remove both navhaz and all that nasty radiation that blowing up a port causes.
Practical use of this would be to be able to redesign ports in various sectors faster than the normal rate.
The fees might be on the low side, but it's an idea to look at.

You create planets, blow them up just before extern, then recreate however many you need to get the haz down after extern.

True, that's the way it's done now. A cleanup service would take care of the problem and be a better long-term solution. It's just another idea for a bell/whistle for the new version.
