How about Sysop ability to configure citadel interest rate. This should include ability to set a negative rate so you have to spend credits instead of hording them as well as set higher or lower than current game rate. |

Oh that would be nice. Give a -10% interest rate or something and force ppl to spend. |

I actually have a script somewhere that doubles the citadel interest rate for a certain class of planet. |
