 New Cit level
If we get a level 7 cit I would like a "garage" where I can store ships and torps and mines and other consumables

Or maybee in the garage the ability to build ships, with citidale upgrades to build bigger ships. ei lvl 7 lvl 8builds only Merchant cruisers lvl 9 builds class ships 1-5 lvl 10 builds class 6-8 lvl 11 builds class 9-14 then maybee 2-3 more upgrades and build custom ships already created by the sysop, or hull plateing or other customizations.

I think you need to look at this from the CODE side and ask for things that might actually be doable within the current software. Right now the software tracks a very limited amount of ships and features. To add fotons for example would require a new ship type to be created. To a limited extent you could do this thru a Server Script but only to a limited degree. 200 ship types could come up pretty fast.

Well using a server side script app like the Black Market that cc bee keeps going on about would allow certain of your ideas to be worked in. NOt unlimited ships but certain ships could be sold that were not available at dock or from aliens. It would LOOK like an upgrade to the user but in fact it would be a new shiptype.

That would work without to much trouble. The intership transport inside the citidale would need to be added/adjusted to include your own ships and not just transport to ships owned by other corperate members.

Why not just have certain special ships available randomly, ie: someone sold one to dock or something?
You'd have a server side script that would enable one of, say, 50 shiptypes at random. Then once sold, it would mark that as unavailable again, or you could do 1 special type per day and change daily. Either could be done easily via server-side script.

FB apps dont have a lot of options to customize your stuff. this is more like a traveller/star frontiers concept, i mean who wouldnt want to 'get under the hood' so to speak and make their favorite ship more powerful? alas that such a concept isnt workable...
