Depends. If you have an IG, and it tries to flee, it'll stick back in your sector.
But if you have a defensive or toll fig down, it can retreat off the fig away
from the ship IG. That lets it get away. The trick then has been to surround
with defensive figs and put an offensive fig down, or no fig at all, in the
central sector. That way it can't get out.
If you don't have an IG, whether it's fleeing or moving normally, it would
just move and kill the fig and you'd have to chase it. If it can't kill the fig for
some reason then it normally sits on the fig and tries to retreat. Usually, in
this case, it ends up bouncing back and forth over and over. It's still in the
game, until it gets blown up by something, but it's not really in the sector.
Another reason to keep the original sector unfigged.
If your changes don't affect flee behavior then it won't matter that much.
It's almost impossible to distinguish flee from normal movement behavior,
however, as some aliens tend to move away from getting attacked while
others only flee. If your changes don't involve flee, then sometimes they'll
flee and kill the fig, other times they won't and will stay in the sector.
The end result is that you still need an IG, unless the aliens don't move
away from being attacked.
All in all, it may be a tiny minor change from the current behavior, but I
really doubt it'll cause any problems. I doubt most people will even notice
the difference. If it fixes the alien bouncing tho, it's well worth it.
