Could be done, sure... but...
Warping around manually is just a bad idea. Either ewarp or mow because you'll be exposed on the runs. You can't dodge a photon like that, it'll hit you because you're scanning. Then they'll kill you and take all your money. Result? The ports don't get upgraded.
And upgrading the ports it finds randomly means spending a lot of money on ports that are easily found, and putting all of the upgrades close together in a cluster (making them trivial to find all in one lump).
A smarter approach would be to pull ports you've explored (either thru other gridding or thru probing or whatever), run them thru a filter (distance from dock, terra, certain X ways, traffic counts, proximity to the end of your grid, proximity to enemy figs, MCIC, corp limpets, etc) and pop out a list of good ports. Upgrade a certain number of those randomly, scattered over your list.
Then upgrade whatever parts of that port you need via tpad warp or pwarp (pwarp in an unlim, twarp/tpad to save turns) while another corpie runs saveme. Put the cash you need for the rest of the ports in the citadel (grab as needed) and have a corpie put personal limps in the sector if you're worried about privacy.
Since you'd only be warping to sectors that are figged... the worst that could happen is you'd lose the creds on you, most likely worst case scenario would be eating a torp and getting a saveme, and more than likely you'd have a safe, secure, turn efficient, port upgrader. While you're there maybe do a safe surround or drop a limpet.
Anyway, think a bit on the problem and you'll have a solution. Is it possible tho? Absolutely. Does it currently exist? Nope, most people only upgrade a dozen or 2 dozen ports per game, with the exception of fuel buydowns in unlims, so why bother? In the case of fuel buydowns most buydown scripts (atleast mine) automatically upgrade the ore as it goes.
