In brief, Enrico Fermi, a renowned scientist involved in the Manhattan project, wondered why there is no evidence for ETs.

This book offers 50 possible reasons. Can't say I like the conclusion.

He appears to resolve the paradox on page 2.

I did not take that from Page 2.

Page 233 (239 of the PDF) might be a good place to start, if one has a serious interest but little time. It more or less summarizes the rest, but unfortunately runs to 17 pages.
