 BOTE is down for several days, and the computer is shut off. How might this affect extern? Will planets advance more than one day and such when I bring it online? Should I run tern once a day while the generator is running, even though the game isn't up?

Ask the players what they want to do. It could effect a lot of stuff like ships in fed nad planet advancement. Planets are based on the date, not extern, IIRC.
