Anyone tell me how to set optimum levels on planets.

what do you mean optimum? for colonists? the level you set for max colonists is double what the optimum level is.
IE: in tedit you set max colos in fuel ore as 100k
when a player puts more than 50k colos in fuel ore, their production goes down.

A couple of good places to see the planet settings and production rates of some popular edits are Vader's Site, BlackSun or Thrawn's Site, Outpost-4.
