The game I'm in has photons disabled and I wish to try and conquer a competitor who has a heavily shielded and guarded planet...
are there any good strategies?

Moth moth and more mothing If you can get into the sector without being poded maybe move an mobile planet in and use it to get figs off of to attack the planet.

Correct me if I'm wrong here. Even if Photons were enabled in this game your in the fact that the planet has shields would prevent you from disabling planetary defenses with a photon blast anyway.
If the Photons are disabled then you'd have to do pretty much what Speed Demon says.

Depends on what "heavily shielded" means numbers around less than 200 for a photon to work in a game.
