This always happens during photon the photon wave, but sometime also remains _after_ the photon wave has subsided. I've had the situation where 2 cannons in a sector are dampened and the 3rd isn't (all planets are L3's)

Anyone know how it works- i.e. under what conditions will a L3 be dampened beyond the wave, and when does it revert back to non-dampened?
