I was under the impression ( probably USED to be this way but changed at some point) that when one blew a planet with collies on it, you got it done, but got yourself #SD# in the process. Did this change?[xx(]

You generally get podded but the planet has to have a few colos on it you might get away with few 100 but over 1k or so your chancing it.

You would only get #SD# if you had been already been poded 2 times before turn or if the other team caught you in the sector after you were poded.

or if you hit the haz.

I dont think there is a ratio. If there is more than 1 colonist, there is a some probability that you will be podded. The more colos, the higher the chances. I think 1000 is a cutoff point where the probability increases dramatically.
