Obviously not ... not federally commissioned. However, if you aren't federally commissioned, does the shipyards take any money from you for trying to buy a ship that you cannot buy? I just have some weird stuff happening here on a game that I am playing... I think someone killed me while I was trying to buy an ISS while evil, I was still in the stardock afterwards, but with only 25 credits and when I left the stardock I was in the middle of nowhere.
