How to upgrade ports

 How exactly do you upgrade ports? I have seen several equations about, but I have not seen a clear-cut way to upgrade ports. What the most a port can Buy/Sell? How much would it cost to max out a port? I see that the costs are different for Ore/Org/Equip. Any help would be great.
