Ok, lots seem to be confused between not wanting to have reds, and just making it more even for red and blue.

And I have only been playing on a board that runs with delays turned on, and still had plenty of reds.

to get more blue, do what has been said, make ships with lots of holds commish, increase amount of xp to steal, or lets say u are using a stock game, make top 3 offensive ships blue. reds can make money, but invading/killing is a *****. they can corp with blues, but cant go solo or corp with just red.
