[B)] . [xx(] Well I have questions about when making alien races I want them to be kinda of aggressive towards players, but don't want them laying 20k Fighters everywhere. So what causes them to be come to aggressive and lay 20k offenisve fighters every where. How to make them aggressive with out making to dangerous to quickly, espically when I want them to have ships that need to be captured for they are better than the ones that can be bought.
If someone could explain the ins and outs of building an alien race that isn't to game ruining.

you obviously have twgs gold etc blah blah registered or else you would be asking these questions. well here is a simple answer. create a game with each possible AI setting, check out the home base the first day, advance the game a week, check things out, advance it a month, then check it out again. do this with each AI setting and the one that meets your standards is the one you should go with. ive noticed you have been asking about this for a week or two so i thought id just throw this in. it will take an hour... maybe 2 if you want to be super duper thurough.. (i cant spell, sue me) it will be quicker, you can make your own judgments on what you want and what the aliens are doing, and dont have to wait for an answer or trust someone who is just guessing (like if i were to venture a guess, its been a couple years since ive made an alien race... dont trust me!) but DO trust me in that personal experience in the subject and experimentation is the BEST way to learn with things like this.

Advancing to see what their base looks like does not give them time to go around and lay 20k offensive figs everywhere. For that you would have to wait a few days at a time after each advance.

Well unfortunantly I don't own the game, but have a person letting me have access to one game to create a game with. So I have to ask instead of experiment. If I allowed myself the money, but I can't so I am stuck asking the questions.
