Running Two Servers

 Is it possible to run two servers on the same machine as long as the change the ports for both servers for normal game play and admin access, or do you need to run one server on one machine and another server on the second machine, and technically, would I have purchase another copy to do that?

You are not able to run 2 TWGS servers on one box. You have to have to boxes to run 2 TWGS servers. As for the need of the second set of registration codes. I really can not tell you, if it is absolutely necessary. But, many people have run more than one server. On the boxes they own. If you have a question about the license issue.
