What are these Planet Flags?

In the V 3.11.55 Gold Planet Editor, "Z" menu item, there are several planet flag settings that I am not sure what they are for, anyone help me?:
State:
<1> Cloaked. (Does this mean shielded with Planet Shields?)
<4) On a Planet

Affiliation:
<10> Pirate (what Pirates?)
<14> Extended
<15> Observer
<13> Abandoned (I thought abandoned planets turn Rogue?)

Other
<16> Dampened (is this something to do with Photon Torping?)

"Cloaked", "Occupied", and "On a planet" are old settings, I believe, from previous versions of the game. Rather than recode the game to get rid of them, it was probably just easier to disable them.

Most of the rest seem to be the same way. "Pirate" functions about the same as "Rogue", and is something the sysop could put into the game for variety or novelty. "Extended" is also an old flag that appears to have been disabled. "Observer" is, I guess, for an Observer to park on, since an Observer can't otherwise claim a planet. An Observer planet can be claimed by any player who lands on it. "Abandoned" appears to be another flag the sysop can set to put planets in the game, and it appears to be the default one that a planet starts out at when initialized.

"Dampened" probably has or had something to do with Photons.

I tried changing all the owner settings under flags, and none of them prevented a test player from landing. It appears that owner setting has to be changed under planet menu L. Doing so did prevent the test player from landing.
