OK - I have looked - honestly I have - and maybe I missed it (if I did I am sorry!), but would someone enlighten me as to what exactly EXTERN does? Do players get their daily allotment of turns at midnight or after EXTERN has run? What else does it do? Should I run it at midnight? Twice a Day? Once a week? Any insight is GREATLY appreciated! THANKS!
