Say that you've watched a classic game at midnight and have seen the citadel percentage increase as a result of a new citadel. Then you watch it again at midnight a few days later and see that it does not increase, but say 8 hours later you look again and the percentage has increased without there have been planets destroyed. Is there any way that a citadel could appear in the middle of the day? (besides with the planet editor)
