 File Access Denied

I am running v53 and all of a sudden last night after reboot and trying to start the server when it goes to initialize winsock TWGS errors with "File access denied" and when I close TWGS it reports an invalid page fault at 016f:0040a449.
Anyone else have this? or know what I can do.
