 TWGS Startup Error

I am getting this in my TWGS log window every time that I start the server:

Creating player listener...
Binding player listener...
Error binding player listener (10049)
Closing player listener...
Cleaning up...

Can anyone tell me what the problem is? I am running the latest beta on top of Windows 2000.
