 TWGS Multiple Connections

*Newbie to TWGS*
I'm having some difficulties with users logging on from the same IP and creating multiple TWARS accounts. I have allow only one use per IP checked, thinking that would fix the problem. Obviously not. "Dangit"
Is there a way other than request to join games?
