Question: If a game has a limit of, say, 500 ships, and all 500 ship numbers are in use by active player's ships, how would the game program respond when a new player tries to enter? Similarly, what would happen to a new player in a game where all planet numbers are in use, but the game is configured to give a starting planet to new players? The game in question is V3.11.54
Is there a limit on how many ships an individual player or Corp can own? Can the Feds reposses ships over and above this hypothetical limit?

Once the ship limit has been reached, new players are unable to join the game until there is an open ship record. The same applies to current players who have gone #SD#.
Once the planet limit has been reached, no more planets may be made (until one of the existing ones is blown up). Players starting the game will start in the sector without a planet.
