This is probably a wildshot, and may not be allowed by the user agreement, but is it possible to edit the game so that a P-Torp actually does damage to a ship/deployed fighters in a sector?

There are no TEDIT settings that allow you to change the behavior of photons aside from multiple photon fire (on/off), photon duration (1 to 60 seconds), photons disabled (photon duration set to 0 seconds), and the cost of photons.

The impression I get is that you're asking about whether under the TWGS/TWv3/TW Gold license it would be permissible for you to patch the compiled code in order to change the behavior of the game.

Applying "patches" to code requires reverse engineering the compiled code in order to determine where the "patch" needs to be applied to the code. The actual legality of reverse engineering code is currently in question. In fact, it's clearly defined in the European Union Directive as being legal, and several courts here in the US have ruled that reverse engineering and patching software is not a criminal offense.

However, the TWGS/TWv3/TWGold license (the server and game is licensed to customers, not sold) forbids reverse engineering EIS' compiled software. It may not be illegal to do so in some court jurisdictions, but is against the software license a customer agrees to when installing the software, and if you reverse engineer the compiled code (required to patch the code to alter game behavior), EIS would be well within its rights to terminate the license to any customers found doing so.
