Stock Ports To The Max

 I was wondering if there is some way to start the game with all the ports maxed out on production? I don't want to have to go and upgrade each port individually
 , I have seen a few servers were the ports are already maxed out.. Any help would be appreciated.

Without an external script or utility no. If you're into scripting, write a script that goes through tedit and upgrades each port.
