If you are talking about the Main Menu you see when you first logon to the server. Then yes you can edit it. But, only if you have your TWGS server settings. Set to not use the default for the Startup Menu, and the Description Menu.
Then you have to edit the intro.ans screen.
If you are talking about the menu you goto after selecting a game, from the above menu.
The it is also possible to edit it. Then just edit the following files:
EIS\Game\ANSI\TWHELLO.ANS
EIS\Game\ANSI\TWHELLO2.ANS
EIS\Game\ANSI\TWHELLO3.ANS
Now editing these files, will cause it to be for all games.
If you want it to be game specific. Then you need to create a ANSI directory under the game directory. Then place any ansi screens there. This also goes for planet and ship ansi screens.
If TWGS/TW2002 needs to use a ansi screen for a specific game. It will look first in the games ANSI directory, if there is one, for the ansi screen.
If does not find it there. Then it will look in the global ANSI directory.
As for ansi editors. I only know of 2 editors out there. And both are DOS programs.
The Draw
and
Acid Draw
Now, I do not know where to get either of them. But, is you do a search on google, or yahoo, for bbs ansi editor. You should be able to find both of them someplace.

Unfortunatly both companies that produce this software want WAY to much for registration, and they need to be registered to save to 15 lines instead of 25. You can however just draw on the bottom 15 lines of the file, it causes unnecessary scrolling but it works.

Go here http://www.at2k.org/vadvdb/FLST10.HTM and look for a file named VDRAW11A.ZIP I do all of my TW ANSI editing with it and it is freeware with the BASIC source code.
