That is done through the planet editor, Fuel Ore on planet 1 (Terra) is converted to colonists, (1:1,000). Now if you want more colos to be stored on Terra you will need to edit planet 1 and make what the necessary changes to it, i.e. permit a higher storage capacity of Fuel Ore (0-1,000,000.) Additionally you can change the daily production rate of colo's via Editor One setting H (0-65,535).

* = the max colo on terra can be set to 10,000,000,
You will need to create a new planet AND set its max ore capacity to 10,000,000 and not allow it to be created by g-torps ( unless you want your players to beable to make this planet for themselves also). then edit planet #1 to this class planet and fill its ore supply.
