 Anybody know where I can fing a good ansi editor i have seen some but they either don't work or are dos based looking for a gui that works

TheDRAW works just fine under winXP and can do most of what you need for ANSI graphics. Heres a couple links.

Also you might want to look at PabloDraw, it is windows based and is very easy and powerful to use, for an example look at the welcome screen on my gameserver, it was made with PabloDraw. But in the end it is what you need the program to do, each has their own strengths.
