Cant get tools100.exe to work

dont know what im doing wrong but im not getting a tools folder in TWGS, i dont know what i did wrong?
the tools100.exe file is giving me troubles.

Let me clearify, i loaded the TWGS if installed perfect.
opened it up, and closed it.
then i tryed to install tools100.exe, and i saw the DOS box fly up and down.
shutdown and brought system backup, i do this every time i load SW
opened TWGS, fiddled with it ( just got, new SW feeling)
and i pit in all REG codes
and made a game, and banged
but no tools to edit.
i must have missed a step? somthing, any Sugs?

SORRY to have bothered You.
i copyied the tools100.exe file to the TWGS root folder
and installed it from there and it loaded fine.
