To change the amount of colos on terra, you need to change the amount of ore on planet 1. The number of ore = the number of colos. If terra is a stock M, you'll need to change the planet type to get it over 100k. Also, you'll need to change max terra colonists (Editor I option 1) to as high as you want it. Also, once you make the changes in editor I, you'll have to exit tedit and re-enter to actually be able to adjust the colos up that high. I hope this helps
