 Dynamic IP and a tiny problem

I knew my IP address was dynamic, and therefore subject to change, I just never believed they'd actually change it. :) So where do I get some kind of permanent address and what should I expect to pay?

Also, for some reason, once I realized what was wrong and had the server going again, my main menu screen didn't come up. Instead if resorted to default, until I shut the server down and started again. This is certainly minor, just not sure why it happened.
Finally, you don't suppose I'm violating some rule of my ISP and that's why they changed addresses on me, do you? I woulda checked the documentation for the liscening agreement, but it's probably included in the same mailing that had my email address and pwd, which they never sent. I also never got my free webcam for signing up. Not that I really want it, or the email account, but still... Is there some kind of "don't run game servers on your DSL" rule?

I also anticipate leaving the heartland of America for the sunny shores of California in August, so I'd like whatever service I buy to be able to go with me. I checked http://www.dyndns.com, but they have a minimum order of 3 domains (so the price is $100). I only need the one (if I understand what I'm doing, which I only do 60%). Unless 2 of you are also interested...

I'd appreciate whatever guidance I can get.

I found a beautiful free and small program called winip..
it allows you to create a dynamic ip and avoid the cost..
takes about 2 minutes to set it up IF you read the on screen instructions.
I got the program thru tucows...
just register (free ) with the manufactures and ta da..you are set.
the MOST important thing to remember is that it (winip) uses port 80 to connect, so, you need to have twgs use port 80 for your game..
that little fact is not documented very well..
