 Problems installing TWGS in a not English Win2k

Hi!
Just tried to upgrade my TWGS to Build 54, but i can not install it! It alway gives follwing Error:
TWGS can only be installed and run under an NT administrative account!

I have logged in with: Administrator but it still does not work. Perhaps someone can help me / programm a universal Admincheck?
